The first recorded Nigeria constitution was Nigeria council which was the indigenes played a mere advisory role,due to agitations and replacement of governor general with an indirect rule system, Clifford came about the elective principles and foundation of political parties by Sir Arc Herbert Olumide Macaulay NNDP and NCNC further new GG Richards amended the constitution which gave way to regionalism, MacPherson, Lyttleton constitution and numerous agitations gave way to Nigeria independence constitution which embraces the parliamentary system where parliamentary supremacy is the order of the day, but the difference then was that Queen was still head of state and privy council still the highest court of the land ,by 1963,the constitution was amended and fine tuned to Republican where head of position is now occupied by Nigerian and the highest court was now in Nigeria, soon due to political crisis, by Jan 15, 1966,the military struck and due to abolishing regionalism and introduction of centralization,state creation by 1978 the military wanted to handle over to civilians and invited constitutional scholars whom headed the constitutional drafting committee that produced the constitution which changed our system of government from military rule to president where the president is both head of state and government and there must be periodic election every 4yrs,but by 1983,it was cut short by a coup,by 1990 there was a new constitution which was so loud on local government,but it didn’t see the light of the day,by 1993 there was a return to civil rule,cut short by interim government and military rule, First republic 1958-1966,2nd 1979-1983,3rd 1993 and 4th 1999-2023,by 1998,the 1979 constitution was modernized into 1999 and ever since there have been numerous amendments,so how can what you want to improve upon be totally bad? it isn’t,but it can never be perfect and that’s why there is room for improvement, the main feature of law is that it is dynamic as without it, life can be violent, brutal and short according to Thomas Hobbes and i have heard some Nigerians said is this is democracy, no we aren’t practicing democracy,but republic the difference is the latter is a mob rule,former is the rule of law, that’s why someone can run for office voted for by the people,but in winning it must be in accordance to the laws of the land,likewise in lots of issues be it civil or criminal issues, even in USA it is a republic not a democracy, that’s why you can have the popular votes while running for the office of the president and if you don’t get 270 of electoral votes,you won’t be elected, see Bush v Gore and the election between Trump and Hillary Clinton, constitution in my opinion is never our problem,infact is one of the solutions to it, only God knows how we will be living without it,even in traditional age,kingdoms have supreme laws which were their constitutions as constitution can be written or unwritten as former contained in a single document and latter in a several documents as a result of Customary law.

Let’s say it can be, let’s take a look at this scenario a country in the middle east by the name Afghanistan that is today an Islamic country was formerly a country though Islamic, but enables citizens to live the way they want no extremism,this country is blessed with plants and mineral resources,puppies for making heroin,oil, uranium 235 for making of nuclear and atomic,sooner than later,U.S.A and U.S.S.R (Union of Soviet socialist republic) over the country which is called Geopolitics ,further the C.I.A funded the Mujahideen. It is a Muslim group that fights for rights of the Muslim or the their community, the country won the war,but after that they were promised a country and they were used and dumped, the war broke out in the country between rebel leaders and government of the day that the U.S.A. had to support the country for his economic gains, had their troops moved there to restore order,but with the withdrawal of their troops,The Mujahideen turned taliban have taken over the country to actualized their dream of a pure religiously governed society. In a successful coup unseated the government of the day,took over,are some of those dreams achieved yes,but not all with the freezing of accounts,the country is in shambles economically, so can Nigeria be islamized well maybe some part might with foreign sponsors. as that is already in play, but the foreign sponsors are doing this because of their economic interests the resources they dug out of the soil, but is most likely they will disappointment them as they did to Mujahideen and that’s why if the bandits and terrorists aren’t neutralized,they might be later take over states which they had experimented over the past, them some parts of Nigeria might be islamized, if we are assisted by foreign powers with troops and introduction of military bases,on their withdrawal,we might have a revolution on her, but the government in their wisdom is seriously dealing with matter or should i say they are on top of it, it is the economic hitmen i fear,who might likely carry out these three stages (1) Negotiation of deals with political leaders (2) if they rejects,they use the jackals (3) if unsuccessful,they use invasion by army,rebels to achieve the aim of economic dominance. Study the end of Gaddafi in Libya. likewise if some parts are to be christianized these patterns will follow as well, sponsors sucking the lands dry, will use and dump the movement,but the country would have damaged by then,thanks for reading.

Why are countries with natural resources in debt and can they really get out of it?
I stumbled upon a book written by one of people who claimed to have been directed by God to write a book,what really caught my attention was that he was talking about how the West america and North Europe/U.k dominate Africa and how the Eagle hmm C.I.A logo and Lions England dominates the south which is Africa. Remember the Berlin conference by Bismarck of Germany where lands were shared amongst world power where the likes of Tubman Goldie was given the responsibility of securing the area today known as Nigeria which was formerly kingdoms along the Niger area after security 404 treaties through a corporation known as Royal Niger Company and sold to British government for the sum €850,460 as at that time, which later became Nigeria today. The world financial system used to be trade by barter,but the British soon created a system of pounds sterling and gold,but after the revolutionary wars and second world war,they lost their powers and the U.S.A established through Breton wood system where the currency was called bancour and Gold through I.M.F,World bank, w.t.o and after that the 1989 cold war happened when the U.S.A won the war and Union of soviet socialist republic fell in 1992 leaving america as the only world power then they Started by building an empire on economic maneuvering, i refer you to the documentary the men who built America namely Vanderbilt, Carnegie, J.P.Morgan and Rockefeller,they in combination with Rothschild formed the Federal reserve bank that bank is the model for all those countries that practices the central bank model that’s how they continued to control most countries economics leaving them in debt by installing corrupt leaders or convincing them to obtain loans where they will act as utility providers and these corporations benefits far more than citizens.
What’s an economic hitmen? Are experts who works for the superpower governments but through their corporations so that the they are caught,nothing can be traced back to the government,they convince leaders of countries with natural resources to obtain loans that will leave countries at the mercy thereby making them to sell their resources for cheaper prices. The mode of operations are as follows: (1) Sending economic hitmen to country’s head of state to convince them about a prospect of obtaining loans and if they refused (2) they sent in the jackals to have them killed,if they survive (3) they send the military to invade under the guise of equipping and training anti government groups into rebel leaders. How powerful are these economic hitmen do they work for the president or heads of state no they don’t, They work for corporations and these corporations are multinationals whom are referred to as business conglomerates that have operations across national boundaries whose sole aim is to maximize profits regardless of the social and environmental cost and the playbook tactics involves debt,bribery,political overthrown which is called globalization through these processes (1) put a country in debt (2) by its own indiscretion or corrupting leaders of that country (3) Impose conditionalities for structural adjustment policies does this sound familiar in 1980S S.A.P in Nigeria Currency devaluation Large cut for social programs as education,health care,privatisation, reduce state regulations,elimination of subsidies and removal of tariffs and trade liberalization opening of borders removing the trade restrictions from foreign trade. It started in Iran in 1953 when the head of state wanted to renegotiate the terms of oil deals with foreign corporations and before he could do that,he was overthrown by shah through an economic hitman called Roosevelt who bribed his way and convincing some powerful officials and that’s how it all Started to Guatamala 1954 between president Guzman and united fruit companies in which the latter won,in 1981 in Ecuador Aguilera advocated for the resources of his country will be used for the people,he was assassinated. The Nigeria civil service consists of employees in Nigeria government agencies with the exception of the military, most employees are career civil servants in ministries,progressing based on qualifications and seniority,recently the head of service has been introducing measures to make ministries more efficient and responsive to the public, it has its origin in organisations established by British in colonial times.
On independence in October 1960 under a constitution various panels have studied and made recommendations for reforming of the civil service. Issues and developmental strides

The latest report is the Steve Oransaye Committee in 2012 the summary of the report are as follows (1) Disbandment of 102 agencies from present 263 (2) Abolition of 38 agencies (3) Merging of 52 agencies and (4) Reversal of 14 to departments.

When you ask that what is the sin of igbos for not genuinely considered the president of Nigeria,let’s say there is a sin which historically puts them at disadvantage, the coup moves made by Gen Aguiyi Ironsi as to promotion of officers and centralisation of power and killing of other tribes except the south west and east left alone, let’s say here is why,but that’s not true is it, Ndigbo needs to understand that emerging the president of Nigeria have numerous criteria.
.Constitutionally who can be the president of the country? Let’s see section 131 of 1999 constitution as amended for the qualification of the president (A) The person must be a citizen of Nigeria (B) The person must have attained the age of 40 (C) That person must be a member of a political party and must have been sponsored by that party (D) That person must have been educated to a school leaving level or its equivalent. What criteria does that person needs to fulfill to emerge the president? In Sec 132(1) to (5) which provides that presidential election must be conducted by Independent National Electoral commission (I.N.E.C) and the process of the conduct . The criteria is provided in sec 133 article A and B which provides that the candidate must have at least 2/3 majority of the votes casted in simpler terms majority of votes casted. Sec 134 (1) provides for this too.
Why have taken time to explain this is that people feel the Igbos are marginalized which is a lie from the pit of hell,if any person from any ethnic groups wants to emerge as president of F.R.N, these are the steps he or she must take,he must win by 2/3 majority of votes of 36 states.
The Governor of Anambra state a person of Prof Charles Chukwuma Soludo has posited that politics of ethnicity won’t enable the Igbos produce president rather they must play an all inclusive politics. In conclusion Dr Nnamdi Azikiwe did when he aligned his party NCNC with NPC to emerge as governor general,Ceremonial president and a government was formed during the first republic from 1959-1966. What Nigerians don’t know about the sacrifice of a production economy is what you produce in an economy of a country is always expensive than foreign made goods you know why the latter might be looking to offload some inferior goods or expanding their revenues from exporting,in Nigeria’s case which is rice Thailand is one of the major supply of rice to the country due to deal between theirs and Nigeria’s government,which include the subsidizing of price no wonder foreign rice prices are always cheaper to buy,but at what expense the killing of businesses of rice farmers,No wonder any time there is a major fall in our oil price,We suffer because we are running a mono economy,but that’s not to say the farmers are saints according to this present administration the farmers who produce rice and industries whom packages the bags divert the products to other countries to be sold because of fall in currency seems to have forgotten that at the end of the day the Naira will fall,you wonder UAE,Dubai and UK have strong currencies no matter what goods they sell to you,you must pay them in their own currencies, i know it is hard,but is a sacrifice that must be made.

The origin of Boko Haram can be traced to Borno one of states with the biggest land size in Nigeria Islam has been practiced in there as long as the 11th Century. The level of poverty in Borno is very high, People think only the strict application of sharia law will ensure justice for everyone and abolish corruption as well and they think how it can do is to inject “Boko Haram” meaning Western civilization is forbidden.
In the year 2002 a young,Charismatic and orator whom had emerged a preacher name Mohammed Yusuf who was 32yrs then whom sermons were considered extreme,but people oriented got the attention of people especially when he insisted that he wanted to strictly apply sharia laws,he denounced the political leadership and hypocrisy,These acts got attention of people,government saw them as anti establishment,but the lower class and peasants joined the cause because they saw they had a voice and the youths too which grew his followership as a result.
He set up his Mosque in a run down Neighbourhood along maiduguri railway terminus,his popularity grew that some big officials from late Idris Deby’s government keeps visiting him until 2009 when he died,He like any salafist introduced a social dimension to his centre by feeding street children and orphans.
The Boko Haram he founded has two demands (1) To expand domain of Sharia law and (2) Wanted it to be supreme source of law.
Due to his large followers and popularity, He received support from the then governor of Borno state Ali Modu sherif who had an alliance with him on the basis of promising to apply strict sharia law and after winning re-election he didn’t,Yusuf got angry and starting giving out woto sermons,he was arrested by the government and released. He became a political figure. The FG provoked BH group by insisting a directive that requires the okada riders whom were going for a funeral procession wears helmets,They refused and fire was opened on them the FG TF was named “Operation Flush”
Yusuf urged for caution and not a total retaliation,But he was advised by hardliners headed by Abubakar Shekau to carry out revenge now,They held the city on rampage and the army was called into action killed lots of them and arrested their leader and during his arrest he insisted that Abubakar Shekau will take over,Rather than him taking to court and jailed, He was shot ten times according to the directive of federal government on street. he was the “Dove” of Boko Haram.
Abubakar Shekau took over by JULY 2010 launched first attack in Nigeria. Targeted the Christians since FG was headed by one whom they thought gave a order to kill their leader and suicide attack on police headquarters in Abuja and they sent army there, The army and JCTF was ill informed and took part in some extra judicial killings,BH started running down villages that were alleged to have spied for government,They expanded their territorial strength,The famous hideout sambisa forest was the National park in Borno,If the BH issue will be totally solved the government, insurgents and force must accept responsibilities for their roles.
In 2016, The BH was divided a faction headed by Abu Musab Al barnawi now called ISWAP another by Shekau,Shekau is said to have died after the two clashed by committing suicide,But with the Sharia law being a part of law in Criminal and Civil ones even court of appeal,But according to section 10 of 1999 constitution ” A government of the federation or of a state shall not adopt a religion as a state religion”

The USMCA Would Create U.S. Jobs but Raise Prices

On Jan. 29, 2020, President Donald Trump signed the United States-Mexico-Canada Agreement (USMCA).1 The White House estimated it would create 600,000 jobs and add $235 billion to the economy.

The deal is an important component of President Trump’s economic plan. He wanted to lower the trade deficit between the United States and Mexico. In 2019, Americans bought $101 billion more imports from Mexico than vice versa.2 The trade deficit with Canada was smaller in 2019 at $27 billion.3

The new agreement was a renegotiation of the North American Free Trade Agreement (NAFTA). NAFTA’s purpose was to make North America more competitive in the global marketplace. NAFTA was the world’s largest free trade agreement.4

How the USMCA Came Into Force
Final negotiations were completed on Sept. 30, 2018, meeting President Trump’s Sept. 30 deadline. He needed to notify Congress 90 days before signing the deal. He wanted that to happen before the new Mexican president, Andres Manuel Lopez Obrador, assumed office on Dec. 1, 2018.5

The USMCA was signed on Nov. 30, 2018, by U.S., Mexican, and Canadian leaders at that year’s G-20 meeting.6

It was then sent to each country’s legislature to be ratified.7 After signing the agreement, Trump threatened to terminate NAFTA if Congress didn’t approve the USMCA.8

House Democrats approved the deal in December 2019. Some Senate Republicans wanted steel and aluminum tariffs eliminated for Canada and Mexico, so President Trump lifted them.9 10 On Jan. 16, 2020, it was passed by the Senate.11 The USMCA was signed by Donald Trump on Jan. 29, 2020 with bipartisan support.

For the USMCA to come into force all three countries needed to finish ratifying it. Mexico was the first to ratify the agreement in June 2019.12 Canada ratified it on March 13, 2020.13

The parties agreed to revisit the USMCA after six years. If they don’t renew it, the deal will sunset in 16 years.14

Six Changes to NAFTA Under the USMCA
The new deal changes NAFTA in six areas: auto manufacturing, dairy, truck standards, intellectual property, pharmaceuticals, and dispute resolution.

Auto Manufacturing
The USMCA requires auto companies to manufacture at least 75% of the car’s components in Canada, Mexico, or the United States. It was 62.5% previously. At least 40% of the value of a passenger car and 45% of a light truck must be made by workers earning at an average of $16 an hour. Autos that don’t meet these requirements will be subject to tariffs. The agreement protects Mexico and Canada from any future U.S. auto tariffs.15

These changes should create more jobs for U.S. autoworkers. But it could reduce the number of U.S. jobs manufacturing automobile exports to China. The higher U.S. labor costs will make cars too expensive for the Chinese market. It will also increase the price of cars sold in America. It also means some small cars will no longer be sold in North America.16

Canadian Dairy Market
Canada must open up its dairy market to U.S. farmers. It will eliminate its complex pricing scheme for Class 6 and 7 products. That includes milk protein concentrate, skim milk powder, and infant formula. It also allows certain U.S. cheeses to be marketed more in Canada.17 It opens the grocery story wine market in British Columbia to American wine.18

Mexican Trucks
The USMCA requires Mexican trucks to meet U.S. safety standards before crossing the border. That was a win for Mexico. It was promised in the first NAFTA agreement but withdrawn by the U.S. Congress.19 Mexico must also allow its workers to form unions.20

Patents and Trademarks
Fourth, the new agreement provides more protection for patents and trademarks. This adopts many of the intellectual property rights negotiated in the Trans-Pacific Partnership abandoned by Trump.21

Pharmaceuticals
U.S. drug companies can sell biologic products in Canada and Mexico for up to 10 years before facing generic competition. It was eight and five years, respectively, under NAFTA.22

Dispute Resolution
Companies can no longer use Chapter 19 of NAFTA to resolve disputes with governments. One of the few exceptions is U.S. oil companies. They are concerned Mexico may try to nationalize its oil industry again.23

NAFTA’s Chapter 11 dispute resolution panels remain. These arbitration panels rule on whether a NAFTA country treated a partner’s overseas investments unfairly. The panels make sure U.S. corporations maintain the rights protected by the U.S. Constitution. 24

History of NAFTA Renegotiations
The NAFTA renegotiations began on Aug. 16, 2017.7 President Trump appointed U.S. Trade Representative Robert Lighthizer to represent the United States.

In his first 100 days, Trump threatened to withdraw from NAFTA if Canada and Mexico refused to renegotiate.

Both Canada and Mexico were willing because NAFTA was outdated. For example, it didn’t address internet commerce. It also needed to incorporate the environmental and labor protections that are in side agreements.25

On March 5, 2018, the seventh round of the renegotiations concluded.26 Progress had been slow.

On May 31, 2018, Trump imposed a 25% tariff on steel from Canada, Mexico, and the European Union.27 In retaliation, Canada imposed tariffs on $12.6 billion of U.S. imports.28 Negotiators tried to move forward despite the angry rhetoric from their nations’ leaders.

Changes Trump Wanted But Didn’t Get
The Trump administration claimed the dispute resolution panel eroded the sovereignty of U.S courts. For example, in 2017 the U.S. Commerce Department accused western Canadian provinces of subsidizing their lumber exports. It claimed they dumped low-cost lumber into the American market. The resolution panel ruled in favor of Canada. The Commerce Department threatened to impose a 20% tariff on Canadian lumber imports. But U.S. manufacturers wanted to keep the panel. They agreed it protects their foreign investments.29 30

The administration wanted its neighboring trade partners to open up more of their government contracts to U.S. companies.31 At the same time, it wanted to use “Buy American” provisions to limit their firms from winning U.S. government contracts.32

The administration had also wanted to eliminate unfair subsidies.31 It wanted state-owned companies, such as Mexico’s Pemex, to operate more like private corporations. In 2013, Mexican President Enrique Peña Nieto allowed foreign direct investment in oil company Pemex.33 But the company is a source of national pride, so it’s unlikely to be completely privatized.

A value-added tax (VAT) is like a federal sales tax that’s imposed on all companies in the supply chain.

Trump wanted Mexico to end its value-added tax on U.S. companies because it acts as a tax on U.S. exports.34 Mexico charges a 16% VAT tax on all business sales, whether it’s to other firms or the consumer. When companies export the finished product to the United States, Mexico rebates the VAT tax.35 But U.S. companies that export to Mexico must pay the VAT tax. This may encourage U.S. companies to build factories in Mexico to receive the rebate and avoid the tax.

Trump had asked Mexico to end the maquiladora program. It allows U.S. companies to set up low-cost factories across the border in Mexico to assemble finished products. They then export the goods back to the United States.36

As a result, maquiladoras became responsible for part of Mexico’s exports and employed a percentage percent of its workforce. That undercut American workers and sent jobs to Mexico. NAFTA expanded the maquiladora program by ending tariffs.37

What Mexico and Canada Wanted and Didn’t Get
Mexico and Canada both wanted increased access for business travelers. They also wanted the inclusion of gender rights in the agreement.38

Canada did not get the United States to end tariffs on its lumber and dairy products. It also wanted Boeing to drop its lawsuit against Bombardier. The U.S. Commerce Department added a tariff of about 220% on the imports of Bombardier C Series jets.39 As a result, Airbus will fund Bombardier’s manufacturing plant in Alabama to skirt the tariff.40 That worsens Boeing’s competitive position against Airbus, its biggest competitor.

Mexico was looking for an anti-corruption clause.41

How Trump Could Have Easily Ended NAFTA
Trump could have ended NAFTA by submitting a notice under Article 2205 of the NAFTA agreement.42 He would have to do so six months before withdrawal. He did not need congressional approval to do this.

Some experts refer to Section 125 of the Trade Act of 1974. It states that the president has the power to unilaterally withdraw from all trade agreements. Others refer to NAFTA’s Implementation Act. They argue that, because Congress approved NAFTA, only it has the authority to withdraw. It’s uncharted legal territory.43

Even if the United States did withdraw from NAFTA, the other two parties could retain the agreement with each other.

The absence of a trade agreement would reinstate tariffs on trade between the United States and Canada and the United States and Mexico.43 That would raise the costs of imports from Mexico.

Without NAFTA, Mexico and Canada would probably return to most-favored-nation trade status. Canada and the United States would probably reinstate their bilateral trade agreement. Exports from those countries would be assessed standard tariffs. At that point, importers probably would sue the U.S. government for making their costs higher overnight.

How the USMCA Affects the Economy
Trump’s threat to end NAFTA weakened trade relationships with America’s partners. Mexico created a backup plan if Trump made good on his threat to pull out of NAFTA. It turned toward the Pacific Alliance. In 2011, the alliance created a free trade zone between Mexico, Colombia, Chile, and Peru.44

Mexico also improved its trade relationship with the EU. On April 21, 2018, the EU upgraded its trade agreement with Mexico. Once signed, it will remove tariffs from almost all trade between the two areas.45

The new agreement might help restore some of the 700,000 manufacturing jobs lost in California, New York, Michigan, and Texas.46 On the other hand, it could raise the price of affected imports for American consumers. Inflation would result.

The new restrictions might reduce some trade.

In 2019, the United States imported $358 billion from Mexico. Mexico is the largest supplier of goods after China.47 2 The new agreement won’t threaten the flow and price of these imports. They include oil, manufactured products, fruits, vegetables, coffee, and cotton. The only exception is automobile imports.

Similarly, 80% of Mexico’s exports go to the United States. Restrictions on auto exports might damage Mexico’s economy. It could force more Mexicans to immigrate to the United States.48
